Four years after a U.S. sailor injured four people at a beach in Japan, the victims have received about half of their court-ordered compensation from the U.S. government, while Japan is expected to cover the rest, their attorney said.

The timing is notable because it comes a day before U.S. Treasury Secretary Scott Bessent is set to unveil a plan designed to shift the conflict from tit-for-tat strikes across the Middle East to full-blown economic isolation.

Moscow rejected the deal because it wanted guarantees against strikes on its energy infrastructure, Ukrainian President Volodymyr Zelenskyy said.
